ios 9.3.5 flag email no flag option

On my ipad using version ios 9.3.5 the flag option no longer allows me to flag and email only "Mark as unread" or "move to junk", does anyone else have this issue?

P.S I have created a new email account and the same issue exists on the device for that NEW email account and I have done a hardware reset as well including a full power cycle and the issue still exists.

I found a very similar post for a version of ios 7.3 a very long time ago.
